Tom is an engineer, power finance expert, hydropower expert and transaction advisor with over 35 years’ experience in the international power industry. He has managed more than 20 major international consultancy assignments with a track record in working with Aid Agencies, Governments and State Power Companies and a range of wider stakeholders to achieve change and a portfolio of high profile successful assignments. Tom has led electricity cost of service and tariff studies in Lesotho, Nigeria and Kyrgyzstan, including evaluating the most economic options for energy access and rural electrification in Lesotho.
His transaction experience includes Independent Power Plants (IPPs), outright sales, leases, concessions and management contracts, including marketing, financing and due diligence on both the sell and buy sides. He has advised extensively on privatisation of existing assets (Nigeria, Lesotho), development of greenfield sites/IPPs (Pakistan, Sri-Lanka, Indonesia, Iraq, Romania), leases (Nigeria), concessions (Ukraine), management contracts (Georgia, Nigeria) as well as other valuations, risk management due diligence and financing work (UK, Nepal, Africa Geothermal Risk Facility, Pakistan) and valuation (Botswana). He has also lead the development of project pipelines for private and Overseas Development Agency funding.
In his earlier career, Tom spent 7 years as the Director of Hydropower Projects with Biwater, a major public corporation, where he promoted and led several significant projects using innovative approaches to private sector participation.
