Robert is Chairman of EMRC and the MRC Group. He is an economist, management scientist and ACCA certified accountant with over 35 years’ experience across 50 countries advising on major transactions in power and gas. He has expertise in regulation, power and gas markets, financing and risk, PPAs and GSAs. He has twice received the British Consultants Bureau “Consultant of the Year” award.
Robert works at the forefront of developing innovative approaches to power sector reform and financing which support private sector participation. He has advised on restructuring and the introduction of private sector capital in various countries including Lesotho, Botswana, Nigeria and Georgia.
He has advised on more than US$10bn of transactions. His work on international projects has involved a broad range of issues including drafting and negotiating purchase and sale of power assets, Operation and Maintenance, concession and other risk mitigation strategies, project financing and funding, bankable documents, financial modelling and tax planning. His work on legal and regulatory reform covers both electricity and fuels sectors, much of it oriented towards creating favourable regimes for private sector investment.
Robert has experience in the design, establishment and management of innovative funds for energy. He was Project Director of the East Africa Geothermal Risk Facility project where he designed innovative financial guarantee products and the fund to finance them. He was Project Director for the Renewables Fund which promoted a large portfolio of small renewable projects on land owned by Scottish Water. He was Project Director for the Georgian Energy Efficiency Fund. He is key advisor for an electricity sector-wide “collection account” in Sierra Leone to help securitise payments to private sector financed independant power plants (IPPs).
